Lowell Man Wanted in Connection to PA Homicide Arraigned in Lowell on Charge of Being a Fugitive from Justice

Middlesex County District Attorney Marian Ryan confirmed that Vicheth Prak, 43, of Lowell, was arraigned today in Lowell District Court on the charge of being a fugitive from justice. The suspect is wanted in connection with the September 11, 1989 shooting death of 18-year-old Terrance Carter in Philadelphia, PA. Detectives from the Lowell Police Department’s Criminal Investigation Unit apprehended the defendant yesterday, acting on a warrant for the suspect’s arrest from Philadelphia Police Detectives.  Judge Thomas Brennan ordered the defendant held without bail and scheduled the next hearing for Friday, March 25. The prosecutor assigned to this case is Assistant District Attorney Lisa Fuccione. This charge is an allegation and the defendant is presumed innocent until proven guilty.
