Lowell Man Found Guilty Of 2011 Murder

WOBURN - Middlesex District Attorney Marian Ryan has announced that Jameson Phuon, 24, of Lowell, was found guilty today on charges of first degree murder, armed assault with the intent to murder (8 counts), assault and battery with a dangerous weapon (5 counts), assault and battery with a dangerous weapon causing serious bodily injury (3 counts), assault with a dangerous weapon, illegal possession of a rifle, illegal possession of a large capacity weapon, illegal possession of a loaded firearm (2 counts), illegally discharging a firearm, and illegal possession of ammunition (2 counts). Lowell Superior Court Judge Heidi Brieger scheduled sentencing for Phuon for Tuesday, March 17.

"This defendant, angry at being asked to leave a party, chose to retaliate by returning with a gun and opening fire in a crowded basement," said District Attorney Ryan. "He systematically shot a number of the guests, killing one woman and seriously injuring seven others. This verdict recognizes the planned, intentional nature of the attack."

Lowell Police Superintendent William Taylor added, "This verdict provides some measure of justice for the victims of this violent act. I commend the Police Officers, Detectives, and the Assistant District Attorneys who successfully prosecuted this case."

On January 1, 2011, at approximately 1:20 a.m., Lowell Police responded to 104 Grand Street for reports of shots fired. Upon arrival, police discovered eight victims evidencing obvious gunshot wounds. One victim, Corinna Ouer, 20, of Lowell, was transported to Lowell General Hospital, where she was pronounced dead. The seven additional victims were transported to various area hospitals where they were treated for their injuries. Three of these victims suffered substantial bodily injury.

Massachusetts State Police assigned to the Middlesex District Attorney’s Office and Lowell Police immediately began an investigation into the shootings. Authorities say the victims, Phuon, and other individuals were all gathered at a party at 104 Grand Street on New Year’s Eve. At the party, an altercation took place and Phuon and a friend, SothyVoeun, 19, of Lowell, were asked to leave. Phuon and Voeun departed. They returned later that same night. Phuon went inside allegedly with Voeun and Phoun opened fire shooting each of the eight victims.

Voeun is scheduled to stand trial on April 13 on charges including first degree murder, armed assault with the intent to murder (8 counts), assault and battery with a dangerous weapon (5 counts), assault and battery with a dangerous weapon causing serious bodily injury (3 counts) assault with a dangerous weapon, illegal possession of a rifle, illegal possession of a large capacity weapon, illegal possession of a loaded firearm (2 counts), illegally discharging a firearm, and illegal possession of ammunition (2 counts).

The prosecutors assigned to the case are Assistant District Attorneys Suzanne Kontzand Nicole Nixon. The Victim Witness Advocates are Dora Quiroz and Kathleen Keefe.
