Three Charged in Connection with September Fatal Shooting of Tyrone Phet in Lowell

LOWELL – Middlesex District Attorney Marian Ryan and Lowell Superintendent Kelly Richardson announced today that three Lowell men have been charged with murder in connection with the fatal shooting of Tyrone Phet, 22 of Lowell, on September 14, 2020 in Lowell.

Channa Phan, 27 and Billy Phan, 29 both of Lowell, were arrested early this morning in Lowell and arraigned today in Lowell District Court. Judge Stacey Fortes ordered both men held without bail. The next date in this case is December 1, 2020.

Billoeum Phan, 28 was arrested this afternoon by Manchester, NH police without incident at a Manchester residence. He will be arraigned in New Hampshire as a fugitive from justice and will face extradition to Massachusetts.

The three men have been charged in connection with allegedly shooting the victim while he was seated in his car outside his Spring Avenue residence.

Investigators learned that the three brothers allegedly drove to the victim’s house on September 14, 2020. The defendants allegedly drove to a pre-determined location and waited approximately 21 minutes before shooting the victim multiple times.  The shooters allegedly then ran directly to the waiting vehicle and fled the scene.

In the days following the murder Channa Phan allegedly took steps to get rid of the vehicle used that night. 

This case is being investigated by the Middlesex District Attorney’s Office, Massachusetts State Police Detectives assigned to that office and Lowell Police. The Massachusetts State Police Violent Fugitive Apprehension Section assisted in the arrests of these individuals.
