Woman Charged in Connection with Fatal Shooting in Lowell

LOWELL - The Middlesex District Attorney's Office and Lowell Police Superintendent William Taylor have confirmed that Graciela Paulino, 20, of Lowell, has been arrested and charged with murder in connection with the fatal shooting of Marc Devoe, 34, of Peabody.

Yesterday at approximately 12:39 p.m. officers of the Lowell Police Department and other emergency personnel were dispatched to YMCA Drive, Lowell, in connection with a report of a motor vehicle crash involving a motorist who had been shot. 

On scene, officers observed a Blue Hyundai Accent that had crashed into a cement “jersey barrier” located at the intersection of YMCA Drive and the exit driveway of the Gallagher Transportation Terminal located on Thorndike Street. The victim was transported to Lowell General Hospital where he was pronounced dead.

The preliminary investigation suggests that the victim and another male were driving in the area of the Gallagher Transportation Terminal when an altercation occurred between them and another vehicle being driven by a female operator.

The female, identified as Paulino, allegedly followed Devoe and his passenger eventually shooting the victim once in the chest. Following the shooting the victim drove a short distance before crashing his vehicle on YMCA Drive. 

The preliminary investigation suggests this was a random shooting as a result of a possible road rage incident.

Paulino will be arraigned later this morning in Lowell District Court.
