District Attorney Ryan Releases Findings of Independent Investigation
WOBURN – Middlesex District Attorney Marian Ryan today received the report of the independent investigation which she commissioned in February, 2026. That investigation, conducted by retired Superior Court Judge Thomas Drechsler, was done into “the knowledge and awareness of employees of the Middlesex District Attorney’s Office regarding information related to a motor vehicle accident involving Sergeant Scott Quigley on December 12, 2023, in Woburn.”
Over the course of the investigation, Drechsler interviewed 34 witnesses, including thirty current and four former employees. District Attorney Ryan has provided the report, all documents reviewed during the investigation and the recordings of the interviews, to the Suffolk District Attorney’s Office. That Office continues their investigation into aspects of the case and its initial handling by State Police.
Recognizing its ongoing discovery obligations under Rule 14, the Middlesex District Attorney’s Office will today provide the report to the Court and defense counsel in Commonwealth v. Phan. Counsel in Phan will also be advised regarding the materials and recordings which have been provided to the Suffolk County District Attorney’s Office so that they may seek court access to that information. The report will also be provided today to counsel for the family of Angelo Schettino and to the Massachusetts State Police.
Copies of the report will additionally be provided to counsel in any case where Sergeant Scott Quigley or Lieutenant Anthony DeLucia are potential witnesses.
