Man Charged with Assault and Battery with a Dangerous Weapon, Firearms Charges after Fatal Shooting in Lowell

LOWELL - Middlesex District Attorney Marian Ryan and Lowell Superintendent of Police Raymond Kelly Richardson have confirmed that Robert Rosa, 25 of Nashua, NH, has been charged with assault and battery with a dangerous weapon, carrying a firearm, possession of ammunition and discharging a firearm within 500 feet of a dwelling following a fatal shooting that occurred on February 4 in the area of Jewett and West 4th Street in Lowell. A warrant for Mr. Rosa’s arrest was issued last night and Mr. Rosa was subsequently arrested in Nashua, NH. Robert Rosa will be arraigned in New Hampshire on the charge of being a fugitive from justice today and will be arraigned in Lowell District Court at a later date.

At approximately 8:37 p.m., Lowell Police responded to the area of L Street and Coburn Street for a report of shots fired. Upon arrival, officers located an 18-year-old male, identified as Luis DeJesus of Lowell, suffering from an apparent gunshot wound. DeJesus was transported to Lowell General Hospital where he was later pronounced dead. Investigators subsequently learned that the shooting occurred in the area of Jewett and West 4th Street where investigators also located a firearm. Police later identified a second person, Mr. Rosa, who had been treated at a local hospital for non-fatal gunshot wounds around the same time as the DeJesus shooting. The preliminary investigation suggests that Mr. Rosa allegedly was involved in the altercation with Mr. DeJesus during which time he was in possession of, and discharged a firearm that was illegally in his possession.  The investigation into this matter is still open and ongoing and additional charges are possible.   

This investigation is being conducted by the Middlesex District Attorney’s Office, the Lowell Police Department and the State Police assigned to the Middlesex District Attorney’s Office.
