Man Charged in Connection with Firing at Vehicle in Dracut After Alleged Altercation on Roadway and Crashing Vehicle in Lowell After Fleeing the Scene

DRACUT – Middlesex District Attorney Marian Ryan, Dracut Chief of Police Peter Bartlett and Lowell Police Superintendent Kelly Richardson have announced that Brayan Santana-Moyet, 22 of Lowell, has been charged in connection with allegedly firing a gun multiple times at a 32-year-old woman from Lowell who was operating her vehicle with a 33-year-old man from Hudson, New Hampshire, and their child in Dracut around 7:14 p.m. on Saturday, September 4, 2021. After firing at the vehicle, the defendant allegedly fled the scene.  On September 6, 2021, the defendant reportedly was driving the suspect vehicle in the wrong direction on Middlesex Street in Lowell before allegedly crashing into another vehicle head-on on Burnside Street.

Brayan Santana-Moyet has been charged with three counts of assault with a dangerous weapon, discharging a firearm within 500 feet of a dwelling, possession of a large-capacity firearm, malicious damage to a motor vehicle, possession of a firearm during the commission of a felony and carrying a firearm without a license in connection with the alleged shooting.  He has also been charged with carrying a loaded firearm without a license, possession of a large-capacity magazine and receiving stolen property following the crash in Lowell.  The defendant remains hospitalized as a result of the crash and an arraignment has not been scheduled.

The preliminary investigation into this incident revealed that on September 4, Brayan Santana-Moyet was operating a light blue Honda CRV in the area of Bridge Street when he attempted to make a right turn but was unable to because of the location of the victim’s vehicle. The defendant allegedly appeared impatient and was observed throwing his hands up before allegedly following the victim down Pleasant Street, driving in front of and alongside the vehicle and braking intermittently. Eventually, as the victim attempted to maneuver around Brayan Santana-Moyet, he allegedly exited the car and fired multiple shots striking the vehicle once before fleeing the scene. The occupants of the vehicle were not injured.

Days later, on September 6, 2021, the defendant was allegedly operating the suspect vehicle in Lowell with two other occupants, an adult male and an adult female, when he was observed by a Lowell Police Officer traveling the wrong direction down Middlesex Street. The defendant continued onto Burnside Street and subsequently struck a large pick-up truck head-on. The three occupants of the suspect vehicle were transported to area hospitals. The defendant remains hospitalized at this time, the other two occupants have been released. The driver of the pick-up truck was not seriously injured.

As a result of the subsequent investigation into this incident, including a review of surveillance video and witness interviews, police were able to positively identify Brayan Santana-Moyet as the driver of the vehicle in the Dracut shooting.  The two other occupants of the vehicle at the time of the crash have also been charged. Kevin Santiago, 23 of Lowell and Leilany Colon, 22 of Lowell, have both been charged with carrying a firearm without a license, possession of a large-capacity firearm and carrying a loaded firearm in connection with the firearm that was located in the vehicle at the time of the crash. Leilany Colon was arraigned yesterday in Lowell District Court. Judge Michael Fabbri released the defendant on personal recognizance and her next court date is October 13, 2021. The arraignment date for Kevin Santiago has not yet been set.

This incident is being investigated by Dracut Police, Lowell Police and the Middlesex District Attorney’s Office. The Middlesex Sheriff’s Office Warrant Apprehension Unit also assisted.
