Man Arraigned in Connection with Fatal Shooting in Lowell

LOWELL – Middlesex District Attorney Marian Ryan and Lowell Police Superintendent Kelly Richardson have announced that Timmy Chan, 19, of Lowell, was arraigned today in Lowell District Court on the charges of murder, discharging a firearm within 500 feet of a dwelling, carrying a firearm without a license and possession of ammunition in connection with the fatal shooting of Nathaniel Fabian, 20, of Lowell, on Wednesday.

Judge Ellen Caulo ordered the defendant to be held without bail. The next date in this case is November 12, 2021.

On October 13, 2021, at approximately 10:28 p.m., Lowell Police responded to a 911 call reporting shots being fired in the area of Loring Street and Westford Street. Upon arrival, officers located Nathaniel Fabian suffering from an apparent gunshot wound. Emergency Medical Personnel rendered life-saving measures and transported Fabian to Lowell General Hospital, where he was pronounced dead.

Preliminary investigation suggests that the night of the shooting, Nathaniel Fabian had allegedly been exchanging multiple text messages with his ex-girlfriend and several other people, including Timmy Chan, regarding social media posts. After numerous interviews and reviewing phone records and surveillance video, detectives learned that the parties involved allegedly arranged to meet in the area where the shooting occurred. Upon arriving at the meet up location, the defendant allegedly fired a gun striking the victim before fleeing the scene.

Last night the defendant arrived at the Lowell Police department and was placed under arrest without incident. These charges are allegations and the defendant is presumed innocent until proven guilty.

The prosecutors assigned to this case are Ashlee Mastrangelo and Christopher Tarrant.

This investigation is being conducted by the Middlesex District Attorney’s Office, Massachusetts State Police Detectives assigned to the Middlesex District Attorney’s Office and the Lowell Police Department.
