Man Arraigned in Connection with Fatal Hit and Run in Lowell

LOWELL – Middlesex District Attorney Marian Ryan and Lowell Police Superintendent Kelly Richardson have announced that Soleap Nuon, 45 of Lowell, was arraigned yesterday in Lowell District Court on the charge of leaving the scene of a motor vehicle crash causing death in connection with a fatal hit and run that occurred in Lowell last Sunday.

Judge David Frank ordered the defendant to be held on $2,000 cash bail with the condition to not drive. The next date in this case is November 11, 2021.  

On October 10, 2021, at approximately 7:00 p.m., two males were reportedly crossing Dutton Street from Fletcher Street when the defendant, operating a sport utility Nissan Rogue traveling inbound on Dutton Street, allegedly struck one of the pedestrians and fled the scene. Lowell Police, Fire and EMS responded to the area and provided life-saving measures to the victim, who was suffering from multiple visible injuries. The victim was transported to the hospital, where he was later pronounced dead. 

During the subsequent investigation, Lowell Police were able to locate and secure video footage and several pieces of evidence from the suspect’s vehicle that were damaged during the collision, including a specific cover within the front bumper of the car consistent with a design feature from a Nissan Rogue.

On October 12, 2021, at approximately 12:00 p.m., a Lowell Police officer on patrol observed a white Nissan Rogue with significant damage to the passenger side of the vehicle’s hood, headlight assembly and bumper area in the parking lot of a gas station. The officer approached the vehicle’s driver, Mr. Soleap Nuon, and learned that Mr. Noun had allegedly been in a collision on Sunday night in the downtown area. Mr. Noun was subsequently transported to the Lowell Police Department and later placed under arrest without incident.

On October 13, 2021, Soleap Nuon was served with an Immediate Threat notification from the Registry of Motor Vehicles.

This investigation is being conducted by the Middlesex District Attorney’s Office and Lowell Police. 

Identifying information about the victim is being withheld pending positive identification from the Office of the Chief Medical Examiner and next of kin notification.
